Cherenkov hit time residuals calculator

This is obviously an important feature and we have at least two C++, a Python and a Julia implementation

Let's get the best of those four and put it here 😉 I'd also suggest to define a nice struct, like CherenkovResiduals or so to be able to easily access the parameters.
