request for shifter ALERT for low trigger rates

The idea is to have a mail account (gmail for example) to send alert to shifters. Following an example of code that can be included in the scripts_trigger_rates.py. I tried to include the code into the script but I can't run all the chain (JLigier, JRegurgitate ecc...) to test it so I just attach the file with the modification. In this case I tried to include a mail alert if the trigger rate is 0. The mail account used in the example has been created just as a test.
