Create class to access the Detector Manager API

Summary

The Detector Manager provides realtime access to different parameters which are logged to the DB. There is an API (REST JSON) which can be used to access the memory location in the DM to obtain the very latest data.

What is the current workaround to achieve the same functionality?

Nothing.
