Add I3Pump for Antares data

Add pump for Antares low-level I3 data.

Develop a pump, based on the DummyPump (https://km3py.pages.km3net.de/km3pipe/pipeline.html#pumps-sinks) which gets I3 blobs. Put them into km3pipe structures, e.g. tables for the blob.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
