Convert existing .csv based IRFs to .fits IRFs

In the setup issue, you already converted the Aeff.

A goal is to have the full irfs ready

• Aeff
• PSF
• Energy migration

To benefit from this excercise lateron, please make sure that

• generated .fits IRFs are stored on this project
• functions doing the conversion are preserved (@shallmann can also formally put them in the km3irf IO library

Use the produced IRFs and compare them with the ones from the existing analysis

• verify how well they agree? Are they the same, are there differences
