Add CodeClimate bot to PR reviews

CodeClimate allows for automated reviews of test coverage, issues, and maintainability for PRs. This could be a good way to prevent "backsliding" on quality standards, once we have achieved a decent level (cf. #108 (closed), #102, #225 (closed), #229 (closed), #227 (closed))
