Massive changes:

  • some functions were borrowed from gammapy for psf creation
  • plots for edisp, aeff, psf including summary peek() function
  • improved speed of generation irfs files
  • edisp and psf don't match original irfs files
  • for aeff difference only in scaling
  • tests updated
