Draft: Acoustic monitoring orca

Building on the work from @nlessing I've prepared the acoustic_monitoring_orca branch of km3mon with updated plots for the acoustics monitoring (a branch because so far it's been tested only with ORCA data and I'm unsure what is running currently in ARCA, so I think it'd be a good idea to separate the concerns, at least for now)

See below a sample obtained by running the code locally :

There are fraction and rate plots, both for the last 24 hours and for the last run. I don't know if we want to keep all the plots or reorganise them to put the most useful first on the page. What's your opinion ?

With the sea op next week, I guess it's not the right time to test this in the ORCA shore station, but maybe after the sea op ?
