HV-tuning JSON-file DB APIv2 update

Description

The previously uploaded HV-tuning output file for database API v2.0.0 contained an inconsistency. Particularly, the Error.Arguments field was parsed as a string, whereas it should have been written as a JSON array. This has been fixed. I have changed the mock-up file for database API v2.0.0 within this repository accordingly.
