The rule SCBD2 must be created strarting from the following:
23_24_SCBD2.json : mirroring the broadcast flows through bot port 23 and 24.
23_SCBD2.json : sending broadcast traffic through port Te1/23 (Sector1)
24_SCBD2.json : the same for Sector2
