Open Science Committee procedure primer

For the deliverable, we should

• define the list of software, data and tutorials/documentation we want to include
• assess the quality of the products - define a procedure for review
• define a decision pipeline for approval by the collaboration

This should be described in the final deliverable and can serve as basis for the Open Science Committee.
